"Fighter Jets Scrambled: The military command responsible for the defense of North American airspace scrambled fighter jets in response to unverified reports of an airborne condensation trail, or contrail, moving from the Caribbean to the United States, defense officials said Thursday.

"Lt. Col. Michael Humm, a Pentagon spokesman, said the incident happened Wednesday and the North American Aerospace Defense Command in Colorado Springs, Colorado, was continuing to investigate.

"The reported contrail stirred concern because of the possibility that it could have indicated the presence of an unauthorized jet aircraft in or approaching American airspace. In the aftermath of September 11, 2001 attacks, the Pentagon has taken greater precautions to monItor U.S. airspace.

"The jets that were scrambled to attempt to intercept and identify the source of the contrail found nothing, said Lt. Cmdr. Curtis Jenkins, a NORAD Spokesman. He said NORAD had developed no new information since the initial report at 4:00 P.M. on Wednesday."

(It is believed that all five of these methods are being used at various times in Mendocino, Lake and Sonoma Counties in violation of the 1978 United Nations Convention noted below.)

WEATHER MODIFICATION METHODS

"Modification of weather can occur in a number of ways:

1. Altering the available solar energy by introducing materials to absorb or reflect sunshine. (Examples: Aluminum & Barium?)

2. Adding heat to the atmosphere by artificial means from the surface. (NASA notes in 2005 newsletter that persistent that persistent jet contrails and man-made clouds exacerbate global warming.)

3. Altering air motion by artificial means. (H.A.A.R.P. in Alaska?)

4. Influencing the humidity by increasing or retarding evaporation. (Weather modification progrms?)

5. Changing the process by which clouds form and causing precipitation by using chemicals or inserting additional water into the clouds...In modifying clouds, the idea is to introduce cloud-seeding agents into existing clouds in order to induce precipitation, increase precipitation, cause a change in precipitation, or dissipate the cloud entirely..."

The United States is a signatory to the 1978 United Nations Convention on the Prohibition of Military of any Other Hostile Use of Environmental Modification Techniques, or ENMOD Treaty. "...Weather modification cannot be used by the military or as a weapon if it will cause, "widespread, long lasting, and severe effects..." Major Coble lists three interpretations, by the Department of Defense, of the terms "widespread", "long lasting", and "severe" as follows:

1. "Widespread. Encompassing an area on the scale of several hundred kilometers.

2. Long Lasting. Lasting for a period of months, or approximately a season.

3. Severe. Involving serious or significant disruption or harm to human life, natural and economic resources, or other assets."

"Why Weather Modification Now?"

"Benign Weather Modification (BWM) offers yet another tool for the warplanner to use at a critical point in a conflict. BWM can alter the weather to assist friendly operations or deny the enemy protection from the elements. For instance, generating or dissipating clouds can hide friendly forces or expose the enemy. Enhancing precipitation increases available water supplies...Generating or dissipating fog can mask friendly forces and civilians in the affected area. Generating or dissipating fog can mask friendly troops and movements while revealing enemy forces. Weather modification may be the key to success or failure mission at a critical moment in a weather-sensitive military operation..."

"What Will It Take to Work?"

"1. Make a commitment to use Benign Weather Modification.

2. Make weather modification a dual-use technology...Examination of civilian efforts at BWM must be made and exploited first to achieve faster integration into military operations. To this end, assigning a military liaison officer to NOAA, preferably a weather officer, will assure the military of maintaining close contacts with the latest efforts in U.S. civilian weather modification efforts. Because NOAA is responsible for monitoring all weather modification efforts in the U.S., liaison with them will give the military an excellent opportunity to monitor the current state of the art in weather modification."

3. Make weather modification a joint-use technology.

4. Determine necessity for a BWM military applications cell...Establishment of this cell would make best sense at the AWS Combat Weather Facility at Hurlburt Field, Florida. This facility review all technology and science for applicability to battlefield weather support. since BWM can only legally occur at the tactical level of war, the individuals at the Combat Weather Facility would have the best vision of BWM applicability.

5. Fund BWM for the long term...Any possible benefits to the civilian sector by military BWM must be advertised to generate the greatest possible public relations empathy..."

The question: Is the goal is to work toward circumventing the ENMOD Treaty?

In this site is a 42 page executive summary and a list of key players. Let us know what you think about these writings. We do believe that they are experimenting on us here to trying to perfect the technology for their ideas.

Weather Modification Questions:

1. Is the United States using weather modification technology that involves the manipulation of the ionosphere and the alternation of the earth's magnetic fields? (Yes, I believe that these experiments are ongoing at this time.)

2. Is the United States using the transmission of extreme low frequency (ELF) waves to alter the course of the jet stream and set up long-term weather blocks (first noticed in 1977), in the Pacific Ocean? Could ELF waves be used to cause a ridge of high reassure off the California coast that would block the flow of moist air coming in from the Pacific and push storms further to the north? Is this what is causing the record droughts, extreme type of weather patterns and precipitation which are now found in the United States and other countries? We have also noticed strange changes in wind direction as well in both Mendocino and Lake Counties.

3. The GWEN, Ground Wave Emergency Network, units in the United States are capable of altering magnetic fields. Is this system being used to control the weather in various parts of the United States?

4. How is the H.A.A.R.P. space (High Frequency Active Aurora Research Program) effecting our weather?

5. This summer there was a consistent haze over Lake, Mendocino and Sonoma Counties. Some of this haze may have been partially caused by smoke from fires. Did some of this smoke come from experimentation on smoke generation as one alternative to fog generation over the Pacific Ocean this summer? (Major Coble June 1996 Thesis)

6. Is the military experimenting with pulsed lasers to generate fog or millimeter wave (MW) radar to dissipate fog? (Major Coble June 1996 Thesis)

OTHER QUESTIONS:

1. How much aluminum is being released in Mendocino, Lake and Sonoma Counties each month in this experimental jet spraying program? (The National Weather Service in California confirmed that there were many relese of chaff in California and that chaff released in Oregon would sometmes drift down over California.)

2. Is aluminum oxide being released here or is chaff (aluminum coated fiberglass) being released here? Both? (We have confirmed the Chaffreleases over California--Questions remain about aluminum oxide.)

3. Why are airborne aluminum levels rising in California?

4. Why are aluminum levels rising in our drinking water supplies?

5. What are the health effects of aluminum in our drinking water supplies?

6. Is the increase in Alzheimer's Disease related to the ingestion of aluminum in our water supplies or through the lungs when inhaled? Does increased exposure to aluminum make a person more susceptible to Alzheimer's disease?

7. Hazard Summary MSDS Information on aluminum: Exposure to fine dust can cause scarring of the lungs (pulmonary fibrosis) with symptoms of of cough and shortness of breath. It can also cause eye irritations or scratch the eye. The following chronic heath effects can occur at some time after exposure to Aluminum and can last for months or years: Cancer - reproductive hazard.

8. Would increasing levels of aluminum in the atmosphere and on the ground cause fire hazard problems since it is flammable and can form an explosive mixture with air?

9. How toxic is aluminum, (trees and humans) and carbon black to fish to animals, birds or plants? Since aluminum has moderate acute toxicity to aquatic life and high acute toxicity to birds should not this information be evaluated prior to release by jet in our county?

10. Why is carbon black being sprayed here when it is listed by NIOSH as a carcinogen? The black jet contrails that are seen here on a regular basis are polluting our air and drinking water supplies? What other impact is this spraying program having on our health?

Part of both Lake and Mendocino Counties are in Maxwell 3 MOA ( Military Operation Area). Maxwell 3 MOA is believed to be a joint Military and FAA Military Operations Area. Inside this area many jets fly overhead, sometimes 24 hours a day. These jets leave contrails that last for hours, turn our skies into a white haze on some days, or leave lingering black contrails. There are many patterns that these jets leave as they spray various chemicals mixed with jet fuel into our skies.

When did citizens of Mendocino and Lake Counties approve of us becoming part of Maxwell 3 MOA? What year did this action take place? Do you live in a military operations area?
